參(can)照德(de)國經(jing)驗,充分(fen)發(fa)揮政府引導作用,強化頂(ding)層(ceng)設計,通過系統政策(ce)設計指(zhi)引轉(zhuan)(zhuan)型(xing)方(fang)(fang)向(xiang)(xiang)。一是在(zai)體制機制方(fang)(fang)面,可吸納相關企業、科研院所(suo)及協會,推動完善我(wo)國中(zhong)小企業數字(zi)化轉(zhuan)(zhuan)型(xing)高質量發(fa)展的(de)(de)頂(ding)層(ceng)設計,包(bao)括(kuo)轉(zhuan)(zhuan)型(xing)基本方(fang)(fang)法、路徑及應用場景、重點標準方(fang)(fang)向(xiang)(xiang)等。二是在(zai)產業政策(ce)制定(ding)時,既要注(zhu)重中(zhong)央與地方(fang)(fang)產業政策(ce)的(de)(de)縱向(xiang)(xiang)貫通,也要注(zhu)重不同部(bu)門間(jian)政策(ce)的(de)(de)橫向(xiang)(xiang)銜(xian)接,有效(xiao)凝聚(ju)各(ge)地區各(ge)部(bu)門共識、有效(xiao)促進相關資源要素高效(xiao)配置(zhi)。

(二)加大資金支持,促進轉型高質量持續發展

積極(ji)整合政(zheng)(zheng)府各部門支持中(zhong)(zhong)小(xiao)企(qi)(qi)(qi)業數(shu)(shu)字化的政(zheng)(zheng)策性資(zi)金(jin),帶動(dong)社會資(zi)本(ben)加(jia)大對(dui)中(zhong)(zhong)小(xiao)企(qi)(qi)(qi)業數(shu)(shu)字化的投入。一方(fang)面加(jia)大財政(zheng)(zheng)政(zheng)(zheng)策引導(dao),設(she)立(li)中(zhong)(zhong)小(xiao)企(qi)(qi)(qi)業數(shu)(shu)字化專項基金(jin)或專項資(zi)金(jin),優化相關稅收減(jian)免和扶持政(zheng)(zheng)策,引導(dao)更多金(jin)融機構(gou)、風險投資(zi)機構(gou)和社會資(zi)本(ben)參與中(zhong)(zhong)小(xiao)型(xing)制造企(qi)(qi)(qi)業數(shu)(shu)字化轉(zhuan)(zhuan)型(xing)。另一方(fang)面拓(tuo)寬(kuan)數(shu)(shu)字化轉(zhuan)(zhuan)型(xing)投入渠(qu)道,開通數(shu)(shu)字化轉(zhuan)(zhuan)型(xing)項目(mu)融資(zi)服(fu)務綠色(se)通道,試點中(zhong)(zhong)小(xiao)企(qi)(qi)(qi)業數(shu)(shu)字化轉(zhuan)(zhuan)型(xing)相關金(jin)融產品創新,體系(xi)(xi)化建設(she)中(zhong)(zhong)小(xiao)企(qi)(qi)(qi)業數(shu)(shu)字化融資(zi)系(xi)(xi)統。

(三)發揮市場力量,搭建聯動的公共賦能網絡

基于問(wen)題導向、需(xu)求導向、市場導向的原(yuan)則,通(tong)(tong)過(guo)打造數(shu)(shu)(shu)字(zi)(zi)化轉(zhuan)(zhuan)(zhuan)型(xing)(xing)促進(jin)中(zhong)心,聚焦(jiao)中(zhong)小企業實(shi)際需(xu)求,以(yi)平(ping)臺化為抓手(shou)構(gou)(gou)建數(shu)(shu)(shu)字(zi)(zi)化轉(zhuan)(zhuan)(zhuan)型(xing)(xing)公共(gong)(gong)服務(wu)體(ti)系。一是可有(you)效(xiao)整合(he)(he)技(ji)術(shu)、產(chan)品(pin)、方(fang)案(an)、人才等數(shu)(shu)(shu)字(zi)(zi)化轉(zhuan)(zhuan)(zhuan)型(xing)(xing)服務(wu)資(zi)源(yuan),提供方(fang)案(an)設計、轉(zhuan)(zhuan)(zhuan)型(xing)(xing)咨詢、賦能指導、供需(xu)撮合(he)(he)、協(xie)同創新(xin)等一攬子普(pu)惠化、多(duo)樣化服務(wu),推廣數(shu)(shu)(shu)字(zi)(zi)化轉(zhuan)(zhuan)(zhuan)型(xing)(xing)成果案(an)例,制定數(shu)(shu)(shu)字(zi)(zi)化轉(zhuan)(zhuan)(zhuan)型(xing)(xing)標準,推動數(shu)(shu)(shu)字(zi)(zi)化轉(zhuan)(zhuan)(zhuan)型(xing)(xing)應用范式創新(xin),建立市場化服務(wu)與公共(gong)(gong)服務(wu)雙(shuang)輪驅動的轉(zhuan)(zhuan)(zhuan)型(xing)(xing)服務(wu)生態,推動數(shu)(shu)(shu)字(zi)(zi)技(ji)術(shu)惠及更多(duo)中(zhong)小企業。二是通(tong)(tong)過(guo)加強促進(jin)中(zhong)心區域聯動組網,實(shi)現戰(zhan)略協(xie)同、能力協(xie)同及資(zi)源(yuan)協(xie)同,促進(jin)數(shu)(shu)(shu)字(zi)(zi)化轉(zhuan)(zhuan)(zhuan)型(xing)(xing)資(zi)源(yuan)的高效(xiao)流通(tong)(tong)與普(pu)惠共(gong)(gong)享,構(gou)(gou)建數(shu)(shu)(shu)字(zi)(zi)化轉(zhuan)(zhuan)(zhuan)型(xing)(xing)聯動賦能網絡,全面加速我國數(shu)(shu)(shu)字(zi)(zi)化轉(zhuan)(zhuan)(zhuan)型(xing)(xing)進(jin)程(cheng)。

(四)重視創新人才,培育協同創新的發展生態

一方面,要(yao)重視(shi)創新型(xing)數字(zi)化(hua)人(ren)(ren)才(cai)培(pei)(pei)(pei)養,通(tong)(tong)過(guo)針對(dui)性專題(ti)培(pei)(pei)(pei)訓,啟發企(qi)業數字(zi)化(hua)轉型(xing)需(xu)求,通(tong)(tong)過(guo)深化(hua)校企(qi)合作,建(jian)立健全跨界人(ren)(ren)才(cai)培(pei)(pei)(pei)養機制和激勵政策,引(yin)導培(pei)(pei)(pei)養高級管理(li)人(ren)(ren)才(cai)、技(ji)術復合型(xing)人(ren)(ren)才(cai)、實(shi)用技(ji)能人(ren)(ren)才(cai)等數字(zi)化(hua)人(ren)(ren)才(cai)。另一方面,培(pei)(pei)(pei)育協(xie)同創新發展生(sheng)態,通(tong)(tong)過(guo)政府宣(xuan)傳引(yin)導、打造標桿示范、征集典型(xing)場景案例(li)等手段(duan),充分調動各(ge)級政府部門、龍頭(tou)企(qi)業、互聯網巨頭(tou)、科研(yan)院所、行業協(xie)會等積極性,不斷拓展數字(zi)化(hua)轉型(xing)伙伴,吸引(yin)聚集各(ge)類要(yao)素(su)資源(yuan),擴大數字(zi)化(hua)轉型(xing)生(sheng)態圈。
